JOE LEONE – President
With over 30 years of experience delivering large-scale capital projects across the globe, Joe Leone is a seasoned project professional known for driving success in the infrastructure, aluminum, mining and metals, renewable energy, and petroleum and chemical sectors. Having led projects in the Americas, Europe, Australia, and the Middle East, Joe’s expertise spans Project Controls—including estimating, planning, scheduling, and cost control—as well as Project Management and Risk Management. Specializing in a variety of delivery models such as EPC, EPCM, and PCM, Joe has also served as a trusted Owner’s Representative on mega-projects, ensuring seamless execution and optimal outcomes. His unparalleled expertise and global perspective make him a sought-after leader in the industry.

Founded in 2022 as a boutique consulting firm, Techne has quickly become a leader in comprehensive project management and advisory services. With a growing team of over 25 full-time employees, we continue to expand our reach and capabilities. Our journey began with the vision of our founder, Joe Leone, whose distinguished career in the mining, metals, and construction sectors provided a strong foundation for the firm. Andrew Skinner
Senior Director, Projects Services
Andrew is a project services professional with a specialty in planning. He holds an engineering degree, an MBA, and has over 20 years of practical experience in capital project delivery. His career began in operations in the mining and construction industries, followed by a lengthy tenure as a planner for SNC-Lavalin (now AtkinsRéalis). Andrew was the Lead Planner on Rio Tinto’s owner team for the Kitimat Modernization Project. He was also the Reduction Area Planner on Rio Tinto’s AP60 project, which earned PMI’s Project of the Year award. Andrew is recognized as a subject matter expert for internal audits on major projects.
François Poirier
Managing Director, Claims and Disputes
Francois is a legal expert in contract and commercial management with more than 12 years of experience in contract formation and negotiation, prime contract and subcontract management, as well as claims support and dispute resolution for clients in various industries including mining and metals, light rail transit, and infrastructure. Prior to joining Techne, he held positions as Commercial Director and Contracts Manager for major construction companies including AtkinsRéalis (formerly SNC-Lavalin) and Eurovia Vinci.
