JOE LEONE – President
With over 30 years of experience delivering large-scale capital projects across the globe, Joe Leone is a seasoned project professional known for driving success in the infrastructure, aluminum, mining and metals, renewable energy, and petroleum and chemical sectors. Having led projects in the Americas, Europe, Australia, and the Middle East, Joe’s expertise spans Project Controls—including estimating, planning, scheduling, and cost control—as well as Project Management and Risk Management. Specializing in a variety of delivery models such as EPC, EPCM, and PCM, Joe has also served as a trusted Owner’s Representative on mega-projects, ensuring seamless execution and optimal outcomes. His unparalleled expertise and global perspective make him a sought-after leader in the industry.

Founded in 2022 as a boutique consulting firm, Techne has quickly become a leader in comprehensive project management and advisory services. With a growing team of over 25 full-time employees, we continue to expand our reach and capabilities. Our journey began with the vision of our founder, Joe Leone, whose distinguished career in the mining, metals, and construction sectors provided a strong foundation for the firm. Anthony Martiniello
Managing Director, Power & Utilities
Anthony leads Techne’s Power & Utilities sector, bringing over 17 years of experience in hydroelectric power, water management, and renewable energy projects across North America and international markets. He specializes in portfolio and project management, delivery, project controls, and financing. As an engineer known for guiding complex projects, Anthony has a proven record of leading multidisciplinary teams to deliver high-quality outcomes for capital projects globally.
Nelson Dubé
Managing Director, Resources
Nelson is a seasoned executive with recognized expertise in both local and international contexts, particularly in the energy, mining, and metallurgy sectors. His career spans nine countries, where he has gained significant experience in both manufacturing operations and professional engineering services.
Known for his ability to build and lead multidisciplinary teams, he excels at tackling complex challenges. Mr. Dubé is a results-driven leader with a strategic mindset, combining in-depth technical knowledge with strong business acumen. He possesses a keen understanding of organizational dynamics and is highly effective in shaping and executing strategic initiatives. His ability to quickly build rapport at all organizational levels is one of his standout qualities.
Andrew Skinner
Managing Director, Western Canada
Andrew oversees Techne’s planning team and leads our Vancouver office, bringing over 20 years of expertise in capital project delivery. He holds an engineering degree and an MBA. Beginning his career in mining and construction operations, followed by a lengthy tenure as a senior planner for a major engineering and construction firm, he became the Lead Planner on a major aluminum smelter modernization project as well as Reduction Area Planner on an award-winning smelter rehabilitation project in Canada. Andrew is a recognized subject matter expert, conducting internal audits on major projects
François Poirier
Managing Director, Claims and Disputes
Francois leads Techne’s Claims and Disputes business and oversees our Eastern Canada operations, bringing over 12 years of expertise in contract and commercial management. His experience covers contract development and negotiation, prime and subcontract management, claims support, dispute resolution, and expert witness services across industries like mining and metals, light rail transit, and infrastructure. Before joining Techne, Francois served as Commercial Director and Contracts Manager for major engineering and construction companies.
